Auditors Clear Up Questions About Wiscasset Overdrafts

The auditing firm that completed the audit of Wiscasset municipal finances last fall clarified any questions about overdraft of the overlay for the 2006-2007 fiscal year, attributing it to property tax abatements that legally had to be paid.

"One of the big intangibles they had was a whole valuation of the town," said Ron Smith of RHR & Co.

Former selectman Ben Rines had criticized selectmen and the town manager at a couple of February board meetings for not fixing overdrafts he discovered in the town report distributed last fall.

The town had set the overlay at $38,031 but ended up having to expend an additional $45,664. Smith said the town was required by statute to cover the abatements from a town-wide property reassessment that Tyler Technologies completed.

The authorities have taken bold steps to reduce pressure on the budget by removing the fuel subsidy. The key near-term policy challenges are to bring inflation back down quickly and to mitigate risks related to fiscal and external vulnerabilities.

Troop levels could remain steady / U.S. officials suggest Bush delay decision on Iraq withdrawals

Troop levels in Iraq would remain nearly the same through 2008 as at any time during five years of war, under plans presented to President Bush on Monday by the senior U.S. commander and the top American diplomat in Iraq, senior administration and military officials said.

Bush announced no final decision on future troop levels after the video briefing by Gen. David Petraeus and Ambassador Ryan Crocker. The briefing took place on the day when the 4,000th American military death of the war was reported and just after the invasion's fifth anniversary.

But it now appears likely that any decision on major reductions in U.S. troops from Iraq will be left to the next president. That ensures that the question over what comes next will remain at the center of the presidential campaign through election day.
